Aus4Adaptation
Aus4Adaptation is a partnership between Australia and Vietnam to work together in responding to the challenges of climate change facing the Mekong Delta. The program complements other investments that Australia has already made in climate change adaptation.
The overall goal of the program is that: “Vietnam is accelerating and expanding adaptation responses to climate change in the Mekong Delta.” The objective is that “Australia works in partnership with government (at all levels), the private sector and communities to demonstrate, learn from and scale up inclusive adaptation responses to climate change in the Mekong Delta.”
Aus4Adaptation has three End of Program Outcomes (EOPOs), including:
- The Governments of Vietnam and Australia increase cooperation and deepen relationship in national, transboundary and international climate change adaptation.
- Local and international organisations adopt emerging integrated landscape-based and locally-led solutions to climate change adaptation in Vietnam.
- Policy and decision-makers in Vietnam scale up and replicate proven approaches to climate change adaptation, that are inclusive and equitable.
As the implementing partner, Palladium is responsible for achieving these EOPOs through policy support, community adaptation and research grants. A Knowledge Hub at Can Tho University is being established to enable coordination, evaluation and evidence-based scaling of successful approaches.
1. Scope of Work
Vietnam’s Department of Climate Change (DCC), within the Ministry of Agriculture and Environment (MAE), is responsible for management and operation of a national database and portal related to the country’s National Adaptation Plan (NAP). As the field of climate adaptation is regularly evolving, and as updated data collection and reporting requirements create opportunities for system updates, DCC is planning an overall system review to identify strategic opportunities for system improvements.
Given Aus4Adaptation’s focus on supporting effective implementation and monitoring of the NAP, the program will mobilise technical experts to complete the following tasks:
Document Review
- Review legal, policy, and technical documents related to the adaptation M&E system, including Decision No. 148/QĐ‑TTg, Decision No. 1422/QD-TTg, the National Adaptation M&E Manual, and NAP reporting guidance and related legal and implementation documents.
- Review available adaptation M&E reports and templates submitted by ministries and provinces.
System Review and Benchmarking
- Review Viet Nam’s adaptation M&E framework, indicator structure, reporting architecture, and governance arrangements.
- Review the Global Goal on Adaptation (GGA) indicators, data collection and calculation methodology and reporting sources.
- Assess the feasibility of integrating GGA indicators into the national system based on feedback from line ministries.
Technical Engagement
- Engage in technical discussions with MAE and Aus4Adaptation, including participation in selected joint consultations where desirable and feasible.
- Develop consultation meeting documents with line ministries and provinces.
- Engage selected line ministries and provincial authorities to gather implementation experience, challenges, and good practices.
- Ensure continuous coordination with MAE technical focal points, with facilitation support from Aus4Adaptation.
Strategic Assessment
- Identify capacity gaps, administrative burdens, and practical bottlenecks affecting system performance.
- Assess the extent to which the current system captures outcomes, resilience benefits, and longer‑term impacts.
- Review alignment with UNFCCC adaptation reporting requirements and emerging global adaptation tracking approaches.
- Assess how adaptation M&E results could better support strategic planning, prioritisation, and investment decisions.
Strategic Recommendations
- Develop strategic, design‑level recommendations to strengthen system coherence, results‑orientation, and learning functions with integration of GGA indicators by proposing an updated set of national adaptation M&E indicators and developing reporting forms and detailed technical guidelines for each updated indicator (including definitions, calculation methods, and data sources).
- Analysing and synthesising workshop results with feedback from ministries, sectors, and provinces at consultation workshops, focusing on feasibility, data sources, and barriers to practical implementation.
- Revising set of national adaptation M&E indicators based on the consultation workshop results in order suitable for the specific context of Vietnam.
- Jointly discuss and refine recommendations with MAE and Aus4Adaptation to ensure relevance and ownership.
Timeline and Deliverables
- Inception note outlining analytical framework and methodology: two weeks after signing of contract.
- Review & Analysis Report on the compatibility between GGA and the current national M&E system: two months after contract signing.
- Final Technical Guidance & Implementation Report, including the updated list of indicators, reporting forms, and technical instructions: four months after signing of contract.
- Presentations at Consultation workshops.
- Final revised Technical Report based on the results of the Consultation workshops, including the updated list of indicators, reporting forms, technical instructions: 6 months after signing the contract.
2. Roles and responsibilities
The assignment will be completed by two experts, one Team Leader and one Researcher. Overall roles and responsibilities for the two positions are:
Team Leader (up to 60 days)
- Serve as a climate change adaptation M&E specialist
- Responsible for technical leadership, analytical framework, stakeholder engagement, preparation of reports and deliverables, and overall quality assurance.
- The Team Leader will spend the first 30 days working with the Researcher on developing the Technical Report and joining consultation workshops as noted above. He/she is expected to then spend up to an additional 30 days to support the team at DCC to design options and schedules to integrate the changes and recommendations in the current system.
Researcher (up to 30 days)
- Serve as a climate change adaptation and/or M&E specialist
- Responsible for document review, system analysis, stakeholder consultations, and synthesis of findings.
3. Required qualifications/experience
The team will consist of one team leader, and one researcher. The required qualifications of each are:
Team Leader
- Deep knowledge of and experience in climate adaptation policy and M&E
- Demonstrated experience supporting national adaptation planning and M&E in developing countries
- Strong familiarity with UNFCCC adaptation reporting and NAP processes
- Advanced degree in climate change, environmental policy, development economics, or relevant field
- Excellent analytical and writing skills in English.
Researcher
- Established experience in climate change adaptation, public sector M&E, or environmental governance in Vietnam
- Demonstrated experience working with central and provincial government agencies
- Strong understanding of Vietnam’s climate policy and institutional context and the Climate Change Adaptation database and M&E system
- Postgraduate degree in environmental management, climate change, public policy, or relevant field
- Excellent Vietnamese and working English.
